On Friday February 21 2020, 201 new Garda members celebrated their passing out ceremony at the Garda College

The new gardaí bring the total number of members in the Force to 14,467, which is the highest level since the peak numbers of 14,500 members in 2009. Since the Garda College reopened in 2014, 3,200 gardaí have been attested.

Of the 201 probationers who graduated, 19 were born outside Ireland; from countries including Germany, Romania, England, the US, Latvia, Australia, Poland and Italy. 28% of the gardaí that attested were women.

The Gary Sheehan Memorial Medal
The Gary Sheehan Memorial Medal commemorates Recruit Garda Gary Sheehan who died on duty at Ballinamore, Co Leitrim on December 16 1983 and this memorial medal is awarded to the best all-round student. The recipient of this award has contributed significantly to life at the Garda College and has distinguished themselves in the academic field. The winner has also shown leadership qualities and has won the respect of their peers and authorities.
The Gary Sheehan Memorial Medal was awarded to Garda Gemma Seagrave, from Tallaght in Dublin.

Garda Seagrave holds number of qualifications in Beauty Therapy from the Confederation of International Beauty Therapy and Cosmetology in London. Prior to commencing training in An Garda Síochána, she worked as a coordinating manager in a doctor’s clinic and then with Therapie Clinic.

While in training on Phase I of the BA in Applied Policing Programme, Seagrave received commendations for her assistance in a number of charitable events in the Garda College. She was instrumental in collecting donations for the ‘Helping Handbags’ charity event in aid of homeless women in Dublin City.
Seagrave’s interests include rugby and music. She is highly respected and is acknowledged for her courteous, mature and measured approach to any situation throughout Phase I of the programme. She has consistently displayed all of the positive attributes necessary to become a member of An Garda Síochána.
Garda Seagrave will be stationed at Pearse Street Garda Station, Dublin.

The Commissioner’s Medal
The Commissioner’s Medal is awarded to the student achieving the highest aggregate marks in academic subjects on the completion of Phase I of the BA (Applied Policing) Programme. The winner will have excelled in studies in the subject areas of Foundations of Policing, Policing with Communities, Crime and Incident Policing, Traffic Policing, Station Roles and Responsibilities, Professional Competence and Officer and Public Safety.
The Commissioner’s Medal was awarded to Garda Cathy Giblin, from Ashbourne, Co. Meath. She holds an Honours Degree in Business and French from Trinity College, Dublin.

Prior to joining An Garda Síochána, Giblin worked with KPMG as a consulting analyst.

During Phase I of her training at the Garda College, Giblin displayed high academic standards which gained her recognition in her class. She also assisted with the ‘Swim a Mile Challenge’ raising funds for charity.
Giblin has engaged enthusiastically in the Garda Training Programme and has been awarded the highest aggregate academic marks across the various modules.
Garda Giblin will be stationed at Store Street Garda Station, Dublin.

International Police Association Scholarship Award
The International Police Association Section Ireland and the Garda College Award is a scholarship in memory of Ned Joy. The new foundation training programme places a significant emphasis on teamwork and hybrid problem-based learning which is at the core of the programme. The recipient of this award has displayed significant strengths throughout Phase I of the programme. He was nominated by his peers and selected by staff for being the best team worker.

The I.P.A Scholarship was awarded to Garda Andrew Welsh, from Southampton in the United Kingdom. Prior to joining An Garda Síochána, Welsh worked in Hampshire Constabulary where he worked as a Special Constable and a Control Room Dispatcher.

His interests include fishing, golf and going to the gym. He is also interested in getting more involved in GAA.

In addition to being an active member of the International Police Association, Welsh has shown to be a most consistent team worker throughout Phase I of his training. He has been selected as a recipient of this award by his fellow students for his team working qualities and has also been identified by the Foundation Training and Development Staff as being a team leader amongst Intake 192. He consistently strives for high standards.

Welsh encourages and supports his fellow classmates in achieving goals ensuring best standards are always achieved. He is highly respected by his colleagues and Garda College Staff alike.

Garda Welsh will be stationed at Sundrive Road Garda Station, Dublin.

Fittest Class Award – Intake 192
An initiative challenging Trainee Gardaí to attain the title of ‘The Fittest Class’ was initiated in the Garda College by, and with the guidance of, Foundation Training and Development Staff.

The purpose of this initiative is to encourage each class to develop their fitness levels during Phase I of their training while working as a team to achieve the coveted title. The challenges involved vary from physical activities involving the bleep test to techniques and skills developed in the Officer and Public Safety Module. The competition brings out the competitive side of the Intake.This award is sponsored by Coiste Siamsa.

The winner of the Fittest Class for Intake 192 was Class 192E. Class Captain, Garda Maurice Dowling collected the award on behalf of the class.
